Stuart Wheeldon represents the Office for Product Safety & Standards as part of the UK’s construction products regulatory function. He has articulated the pressing challenges of the highly fragmented construction products sector, highlighting issues like limited digitisation, data scarcity, and supply-chain transparency and has advocated for improved digital traceability, coherent product information, and regulatory enhancement to strengthen safety and accountability.
Hanna Clarke is the Digital & Policy Manager at the Construction Products Association, where she leads work on post-Grenfell building safety policy, digital transformation, and construction product competence. She has played a key role in developing the Code for Construction Product Information and contributes to national standards and industry initiatives that support competence, integrity, and innovation across the sector.
Hywel Davies is an independent expert in building safety regulation and building performance, and Head of Technical Insight at CABE. In recent years, Hywel’s work has focused particularly on building regulations, building safety reform, construction product testing, certification and regulation. He has also worked extensively on ventilation and health risks in buildings and on net-zero buildings. Hywel has been closely involved in the development of the new building safety regime and its practical implementation, leading the working group that developed the Construction Leadership Council guidance on the Golden Thread. He chaired the expert group review of the Approved Documents, which contributed to Dame Judith Hackitt’s independent review of building regulations and fire safety, and was a contributor to the Morrell/Day review of construction products testing. Hywel is a member of the Building Advisory Committee of the Building Safety Regulator and is closely involved in development of British, European and international standards for digital information management and data exchange, chairing the British Standards Institution committee.
Ian Richardson is an experienced standards professional within the Built Environment sector. In his role as Sector Lead for the Built Environment, he is responsible for guiding the strategic development of standards across key areas including building safety, quality management, and health and safety. Ian works closely with government, industry leaders, and stakeholders to ensure that standards continue to drive resilience, compliance, and best practice across the built environment.
Shireen Bobat is the Technical Lead for Construction Products at the Office for Product Safety & Standards, where she leads technical oversight and regulatory coordination for construction product safety. She plays a central role in aligning regulatory frameworks and ensuring the safety and conformity of construction products across the sector.
James Parlour is Head of Technical at the Finishes and Interiors Sector (FIS) whose membership represents an annual turnover of 12 billion, a workforce of 250,000 people and accounts for approximately 10% of all construction works. He leads the work to produce guidance and set best practice by and for the membership through a number of forums and works with BSI and government to set and improve standards across the sector.
